Overview

What Is Paradise Valley,
Arizona?

Paradise Valley is an independent incorporated town in Maricopa County, Arizona, not a neighborhood within Phoenix or Scottsdale, but its own sovereign municipality with its own mayor, town council, zoning authority, and identity. Covering 15.4 square miles entirely surrounded by Phoenix and Scottsdale, it is one of the most unusual towns in America: a place with no commercial zoning whatsoever, where every square foot is reserved for residential use, luxury resorts operating on special use permits, and the preservation of natural desert landscape.

The town’s founding principle, established by its residents at incorporation in 1961 and upheld without compromise ever since, is simple and iron clad: one house per acre minimum, no commercial development, and government regulation kept to an absolute minimum. The result, sustained over more than six decades, is a community of just under 6,000 households on some of the most generously sized and privately positioned lots in the American Southwest.

Paradise Valley’s zip code 85253 ranked 23rd most expensive in the United States in PropertyShark’s 2025 ranking, the highest position the town has ever achieved, and the only Arizona zip code to crack the top 25 nationally. Its median sale price of $3.5 million was up 8% year over year, placing it ahead of luxury enclaves in Aspen, Boston, and parts of San Francisco. This is Arizona’s most expensive municipality, and it is not close.

History

From Desert Paradise
to Arizona’s Most Exclusive
Address.

The story of Paradise Valley begins with the Hohokam people, established in the region as early as 300 AD. In 1889, surveyors from the Rio Verde Canal Company were so struck by the beauty of the desert landscape that they named it Paradise Valley. The company’s manager, Frank Conkey, built his homestead on what is now the Paradise Valley Country Club, becoming the area’s first permanent settler.

1889 — Named Paradise Valley
Three Rio Verde Canal Company surveyors named the area Paradise Valley after being struck by the extraordinary beauty and tranquility of the desert landscape framed by Camelback Mountain and the McDowell range.
1961 — Incorporated as a Town
Residents formed the Citizens Committee for Incorporation to prevent annexation by Phoenix and Scottsdale. On May 24, 1961, Paradise Valley was officially incorporated with 1,500 residents. One acre minimum zoning and no commercial development were codified immediately.
1964 — Underground Utilities
The town adopted its Underground Utilities Ordinance, mandating all new utility lines be placed underground. This prescient decision gives Paradise Valley its characteristic uncluttered skyline and clean aesthetic that defines the community to this day.
2025 — Record Sale
A single home sold for $32.4 million in August 2025, a new all time MLS record. Paradise Valley’s 85253 ranked 23rd most expensive zip code in the United States. Local luxury agents say a $40 million sale is only a matter of time.
